Troubled telecom-equipment manufacturer Nortel Networks (NT Quote - Cramer on NT - Stock Picks) has overhauled its carrier business, discontinuing its mobile WiMAX operations and ending its short-lived joint venture with Israeli wireless specialist Alvarion(ALVR Quote - Cramer on ALVR - Stock Picks).

The Ontario-based firm, which recently filed for Chapter 11 bankruptcy protection, is desperately attempting to put its house in order, and hopes that its latest move will help it better manage its costs.

"We are taking rapid action to narrow our strategic focus to areas where we can drive maximum return on investment," said Richard Lowe, president of Nortel's carrier business, in a statement released Thursday. The executive explained that Nortel's existing WiMAX customers will move over to Alvarion, and he promised that existing support commitments will be met.

Nortel signed an agreement last year to integrate Alvarion's radio access network technology into its own network, backhaul and global services offerings and also resell the Israeli firm's WiMAX access products.

"Our priority is to minimize the effect on customers," said Tzivka Friedman, Alvarion's CEO, in a statement. "We will work closely with Nortel to ensure that the transition will be as smooth as possible."

Alvarion's shares nonetheless slipped 13 cents, or 3.8%, to $3.26 in Friday trading, outpacing the broader decline in tech stocks. The Nasdaq dropped 0.8% recently.

WiMAX technology, which was developed as a wireless alternative to broadband and DSL, has been gaining momentum, driven largely by sales of smartphones. Nortel's decision to exit a potentially lucrative 4G market, however, reflects the extent of the firm's recent problems.

Nortel Government Solutions Meets Aggressive Social Security VoIP Network Target

WASHINGTON, DISTRICT OF COLUMBIA -- (Marketwire) -- 02/02/09 -- Nortel Government Solutions, a U.S. company wholly owned by Nortel(1) (TSX: NT)(OTCBB: NRTLQ), completed the core network for the massive new U.S. Social Security Administration (SSA) VoIP system within 180 days of initial purchase orders, an aggressive requirement of the 10-year, US $300 million Telephone Systems Replacement Project (TSRP) award.

This implementation included: redundant, geographically-dispersed service delivery points for high survivability; a state-of-the-art demonstration facility in Columbia, Maryland; and a Network Operations Center, Help Desk, and Agency Test Facility in Woodlawn, Maryland. Nortel Government Solutions has also implemented a very intensive VoIP applications suite that includes a data mart and management information system for custom reporting and hundreds of advanced telephony features to improve overall call-handling efficiency. All components were tested and accepted before rollout to SSA field offices began.

The new system, expected to become one of the largest enterprise VoIP deployments in the world, is already supporting more than 125 offices and more than 33,500 calls daily. To date, the new system has handled over 1.6 million calls. With 12-16 offices added each week, approximately 500 offices will be added per year until all 1,526 offices are online. Nortel Government Solutions has engineered the system to support over 100,000 phones. Installation and maintenance teams are positioned across the country for rapid deployment, training, and support.

"This implementation schedule is extremely aggressive, yet Nortel Government Solutions delivered the core solution and subsequent field offices on time and within budget," said Chuck Saffell, CEO, Nortel Government Solutions. "Working in concert with the TSRP team, we have made a significant improvement in the Social Security Administration's ability to provide service to the citizen by providing a feature rich, cost-effective, and highly reliable solution."

TSRP is expected to expand and improve services for an anticipated influx of new users, including retiring 'baby boomers'. It includes Nortel's carrier class unified messaging, an interactive voice response (IVR) solution and a centrally managed Contact Center Management Server (CCMS) capable of supporting 55,000 field office agents. These offerings provide a common, more friendly 'look and feel' for users and faster, more efficient call handling through skills-based routing that matches each caller's inquiry to the most appropriate agent.

The SSA also expects its new VoIP network to help consolidate monthly public network service charges, decrease operating and maintenance costs, and establish a platform for future services.

The new SSA VoIP network features Nortel's Communication Server 1000 switching, Contact Center Management Server, Media Processing Server 500 IVR, unified messaging solution with Unified Messaging 2000 core platform and CallPilot(1), and IP Phone 1100 Series handsets.

The Nortel Government Solutions team includes General Dynamics, Black Box Network Services, Shared Technologies, York Telecom, High Wire Networks, NetIQ, NETCOM Technologies, Attivasoft, and Pal-Tech.

Nortel Government Solutions is also involved in a number of major VoIP transitions for U.S. Government customers worldwide, including the Department of Veterans Affairs, the Department of Energy, the U.S. Senate, the Department of Transportation, the U.S. Air Force and other elements of the Department of Defense.

News Nortel Unified Communications Solution Sparks Rapid Customer Uptake

TORONTO, ONTARIO -- (Marketwire) -- 02/04/09 -- Launched October 8, the Nortel(1) (TSX: NT)(OTCBB: NRTLQ) Business Communications Manager (BCM) 450, has already shipped 1000 units - demonstrating strong global demand for a solution that connects people faster, improves collaboration and speeds time to decision for firms with up to 300 employees.

The solution helps medium-sized business more easily and cost-effectively transition to unified communications and enables them to leverage up to 70 percent of their original investment by making the most of their existing equipment.

"This is the fastest-selling IP telephony solution we've ever launched and it's already the recipient of a key industry award," said Joel Hackney, president, Enterprise Solutions, Nortel. "The tremendous response to the BCM450 points to the mid-market's desire to realize the benefits of unified communications. Not only does BCM450 bring speed and simplicity to how medium sized businesses communicate, it allows them to fully leverage their prior investments with Nortel."

Nortel's BCM450 expands the Company's addressable market while offering greater capacity for businesses like Ronald Blue & Co. LLC(2). Ronald Blue & Co. is a financial and investment consulting firm serving 5,000 clients from 16 offices across the United States. For them, BCM450 represents a move towards unified communications and a way to extend up to 70 percent of their original network investment because BCM450 can work with their legacy digital voice communications equipment.

"We manage approximately $5 billion in investment assets and were recently ranked among Forbes.com's 'Top 50 Fee-Only Advisers'(2) so the stakes are high for us," said John Albers, chief information officer and principal, Ronald Blue & Co. "We chose the BCM450 solution to help increase our productivity and client response time. We like the features such as consolidated voice and email messages on a single device. Plus, the product can scale as we grow."

BCM450 is available from Nortel, or through its strategic channel partners like BT.

"Unified communications helps a business to be more productive and profitable by keeping it connected to customers, suppliers and partners whenever and wherever staff is based. Through the integration of multiple communications channels onto a single platform, BCM450 allows small businesses to control costs in the current climate," said John Dovey, director, IT services, BT Business.

In addition to Nortel's market leading unified messaging capability, which combines voicemail, fax and e-mail into a single location that can be accessed from anywhere, whether over the Internet or by telephone, the BCM450 also provides:

- Message forwarding, which sends voicemails and faxes to the desktop or mobile device deemed most convenient by the user or organization. For workers on the move, this can save long distance and roaming charges when retrieving messages.

- Meet-Me Conferencing that can establish teleconferences for up to 120 participants. This can eliminate the need for external services and reduce teleconferencing expenses.

- Computer Telephony Integration, which allows the use of third-party applications to control telephone services, such as click-to-call or automatic screen "pop" with customer information when they call.

- Intelligent Contact Center functionality, which quickly directs clients to the right contact.

- Energy cost savings up to 40 percent over similar offerings from the competition.(3)

BCM450 is a member of the flagship BCM portfolio, which includes the BCM50. Both offer equivalent capabilities differing only in customer target size. These solutions can enhance the profitability of Nortel partners. They also offer reduced training requirements and a simpler sales proposition.

Nortel BCM solutions round out the Company's overall SMB portfolio which has been evaluated 'five-out-of-five' by industry analyst firm Gartner in its Critical Capabilities for Unified Communications report.(4) Market research firm Dell'Oro ranks Nortel number one for the first three quarters of 2008 based on number of Hybrid-IP lines shipped globally.
