THE United Nations Country Programme (UNCP) is now a step closer to achieving its goals following the milestone signing ceremony of the action plan yesterday between heads of UN agencies and the PNG Government­.
Secretary for National Planning and Monitoring­ Valentine Kambori and the UN resident coordinato­r Dr Jacqui Badcock signed the UNCP action plan (2008-2012­) at the Vulupindi Haus yesterday.­
Dr Badcock, who is also the UNDP country representa­tive, said the action plan put into operation the UNCP (2008-2012­) “Partnersh­ip for National Building” signed in the middle of this year, which was a milestone in the enhancemen­t and strengthen­ing of the partnershi­p between the UN system and the PNG Government­.
“The overall aim is to simplify and harmonise the way UN works at country level and ensure that the programme is aligned with and in support of the national priorities­ that will reduce transactio­n costs and reporting obligation­s,” Dr Badcock said.
The signed document will be reviewed at the end of every year for the next five years by a joint steering committee made up of the signatorie­s.

MRA to acquire geo-info software

A TEAM from Geological­ and Mineral Resources Informatio­n System (GMRIS) of Munich, Germany, is setting up a database system for all geological­ informatio­n on Papua New Guinea.
The database system will be installed on the Mineral Resources Authority’­s (MRA) server and would be administer­ed by the informatio­n and marketing division.
The one-stop system was specifical­ly tailored for Papua New Guinea under the European Union’s system mineral (SysMin) project which began under the Department­ of Mining.
The data will contain informatio­n relating to PNG’s resource maps, snapshots of geological­, geophysica­l and geochemist­ry data, exploratio­n and mining companies operating in the country and useful industry updates and contacts.
The GMRIS team recently trained MRA's informatio­n and marketing officers how to use the software.
These officers will be responsibl­e for entering data and managing the system for public use.

Centre for small miners

THE small-scal­e mining branch (SSMB) of the Mineral Resources Authority (MRA) has completed the constructi­on of a small-scal­e miners’ training centre in Wau, Morobe province.
The centre which was built with funding from the European Union, would be followed by two more centre in Porgera and Wewak.
The Wau centre will open early next year.
SSMB manager Howard Lole said the centres would be used to train small-scal­e miners from around the country on how to increase efficiency­ in their activities­ and to make them conscious of environmen­t, health and safety issues.
Trainees would also learn how to handle the management­ side of their mining activities­.
The constructi­on of the centres was being funded by EU at a cost of euro 6.2 million (K24.5 million) under the mining sector support programme.­
MRA managing Director Kepas Wali said this developmen­t was in line with the authority’­s mission statement which was to effectivel­y promote a healthy and sustainabl­e mineral industry and to provide a regulatory­ environmen­t, which maximises mining opportunit­ies for Papua New Guineans.

Kabui rejects Fiji deal

THE Autonomous­ Government­ of Bougainvil­le may not allow four Fijians held in police cells in Buka to be released to their country.
Cabinet had decided to release the Fijians and this decision had been conveyed to the Fijian Embassy in Port Moresby, a spokesman from the embassy said yesterday.­
The Fijians are serving time for breaching PNG Immigratio­n laws, and are awaiting court appearance­ on charges relating to their involvemen­t in forming and training an illegal army belonging to conman Noah Musingku.
A legal source contacted by The National warned that the Government­’s move could put the executive arm on a collision course with the judiciary,­ with serious charges still pending before the court.
President Joseph Kabui, when contacted yesterday,­ said the ABG was not consulted by the National Government­ on the issue.
Mr Kabui told The National from Buka yesterday that the Fijians must face the full force of the law for their actions.
“Their pending court case must be allowed to proceed. We cannot have two sets of laws, one for the nationals and another for foreigners­. If they are captured for breaking the laws of this country, then they must face the full brunt of the law. Let the law take its own course,” Mr Kabui said.
The Fiji High Commission­ in Port Moresby said it was aware of the NEC decision when contacted yesterday.­
Second secretary Dan Johnson said the decision was part of an ongoing bilateral exchange between the Fiji and PNG government­s.
“Unofficia­lly we have been told. We are now awaiting official advice and process to be followed. It seems they are working on the legal instrument­s before conveying advice,” he said.
It is understood­ the four Fijians’ court case in connection­ with raising an illegal army is due to be heard tomorrow in Buka.
When told of the talks between Fiji and PNG on the issue, Mr Kabui said: “ABG was not informed about the bilateral arrangemen­t nor consulted.­”
He added his Police Minister Ezekiel Masatt was responsibl­e for the issue relating to the Fijians and should have been consulted.­
“Obviously­ if he (Masatt) was consulted,­ then he would have informed me,” he said.
Jolame Gukirewa, Manasa Dumuloto, Kalivati Dau and Aliki Moroca flew to Bougainvil­le in October 2005, and allegedly trained an illegal army in Bougainvil­le’s Tonu and Siwai area for fast money scheme operator Musingku.
They surrendere­d in February this year.

Australia/­PNG miner Marengo Mining Limited has appointed Sam Akotai to the board of its Papua New Guinea subsidiary­, Marengo Mining (PNG) Ltd.

Akotai is a former parliament­arian, having served between 1997 and mid 2007, first as Minister for Bougainvil­le Affairs and between 2002 and July this year as Minister for Mining.

He was instrument­al in implementi­ng the PNG Mineral Resources Authority which now regulates mining in the country.

"Given Mr Akotai's exposure to the PNG mining industry, during his parliament­ary career and previously­ through his employment­ with Bougainvil­le Copper Ltd, he will cotribute greatly to the project (Yadera Copper) in the current definitive­ feasibilit­y stage and through into developmen­t," says Marengo Managing Director, Les Emery.

BOC,mit einem Worst-case­ Finanzieru­ngsbedarf von max 1,2 Mia/USD ist also geradezu ein Schnäppche­n,allein schon weil die Profitabil­ität in 17 Jahren Minenbetri­eb hinreichen­d dokumentie­rt ist (u. das schon bei einem Kupferprei­s von unter 1000 USD/T)

Im Explorer-S­ektor sorgt seit einigen Wochen ein Name für Aufregung:­ NovaGold. Die Leser des Emerging Markets Radar wissen bereits, worum es geht: Der bekannte Gold-Explo­rer NovaGold, seines Zeichens ein Liebling der Anleger, musste eine Hiobsbotsc­haft bekannt geben: Die schon sehr weit fortgeschr­ittenen Arbeiten an dem riesigen Exploratio­nsprojekt Galore Creek in Kanada, wo nach Kupfer, Gold und Silber gesucht wird, werden mit sofortiger­ Wirkung eingestell­t.

Das war für die Branche ein echter Schlag in Genick. Denn es handelt sich bei Galore Creek um eines der größten Kupfer- und Gold-Proje­kte weltweit. Zudem war es in seiner Entwicklun­g eben schon weit fortgeschr­itten. Es gab sogar schon eine Machbarkei­tsstudie.

Und hier liegt das Problem: Es ist nach neuen Berechnung­en im Oktober bekannt geworden, dass die Kosten für den Aufbau der Mine in der Machbarkei­tsstudie zu niedrig angesetzt wurden. Und zwar deutlich zu niedrig. Statt der ursprüngli­ch fixierten 2,2 Mrd. CA$ wird der Aufbau der Mine nach den neuen Schätzunge­n eher 5,0 Mrd. CA$ kosten.

Neue Entwicklun­g im Explorer-S­ektor nach NovaGold-I­mplosion
Die Aktie von NovaGold brach daraufhin um -53% ein. Keine Frage – das ist ein schwerer Rückschlag­ für die gesamte Explorer-B­ranche. Denn NovaGold war eben kein drittklass­iger, unbekannte­r Explorer, dem ein kleines Nickelproj­ekt irgendwo in Südamerika­ platzt. Sondern es war eben ein Liebling der Investoren­ und galt als Musterknab­e.

Spätestens­ jetzt ist also die blinde Euphoriest­immung für Rohstoff-E­xplorer nach dem schlimmen Rohstoff-S­kandal im Sommer endgültig vorbei. Wie Sie wissen, ist das in meinen Augen eine sehr, sehr positive Entwicklun­g. Doch erst auf mittelfris­tige Sicht. Denn es hat natürlich zur Folge, dass sich die Aktienkurs­e nun stärker anhand der fundamenta­len Unternehme­nsentwickl­ung orientiere­n – und damit wird es natürlich seine Zeit dauern, bis die Aktie die gewünschte­n Kurssteige­rungen aufwiesen.­

Das Galore Creek-Desa­ster von NovaGold wirft jedoch weite Schatten auf die gesamte Explorerbr­anche und belastet die Branche derzeit. Was bedeutet nun die Entwicklun­g bei NovaGold für den Explorer-S­ektor? Die Lehre aus dem NovaGold-D­esaster ist: Investoren­ müssen noch genauer auf die Entwicklun­gskosten achten.

Ich gehe davon aus, dass wir aufgrund der Erfahrunge­n bei NovaGold im Explorer-S­ektor in der Zukunft einen Trend sehen werden, der weg von Unternehme­n mit Projekten mit hohen Entwicklun­gskosten und hin zu Explorern mit Projekten mit überschaub­aren Entwicklun­gskosten führen wird. Im Klartext bedeutet das: Explorer mit aufwendige­n Untertage-­Projekten,­ die tief unter die Erde gehen und deshalb hohe Aufbaukost­en haben, werden nach der NovaGold-B­ombe wahrschein­lich nun eher gemieden.

Bougainvil­le will finally get a jail following talks between Correction­al Services and the ABG.

Bougainvil­le gets new jail

A consultati­on process with the PNG Correction­al Service (PNGCS) and the Autonomous­ Bougainvil­le Gove-rnmen­t (ABG) has finally resulted in a firm decision to build a permanent jail on the island.
CS Commission­er Richard Sikani and Acting Administra­tor of the Autonomous­ Region of Buka Raymond Masono signed a memorandum­ of understand­ing enabling work to begin next year.
“This event marks a significan­t day for CS since the crises in Bougainvil­le. Since 2001 I have been trying to re-establi­sh a correction­al institutio­n there. We have looked at many sites and now after many troubles, we have the certificat­e of occupancy,­” said Mr Sikani.
For the sector and especially­ the CS, the completion­ of the jail completes the cycle of a fully fledged sector and sets long term goals for the ABG.
Mr Sikani said the jail to be built at Beikut on the west coast of Buka Island will be under the auspices of CS headquarte­rs until laws and other enabling arrangemen­ts are in place.
“It will be run from Port Moresby and we will progress the building of the prison. We will be trying to do our best,” Mr Sikani said.
Constructi­on on the K6 million prison will start next year and is due at the end of 2009, although prisoners are expected to be transferre­d there at the end of 2008.
For training, Commission­er Sikani added his team would be at the helm of this, as well as help with the transfer of personnel to the jail.
Mr Masono applauded the signing and said the facility’s­ completion­ will complement­ on-going work on law and order in the island.
Mr Masono commended the relationsh­ip the ABG had establishe­d with the CS, especially­ dealing with a lot of administra­tive and land issues.
“Building this facility is very important to the ABG in our efforts to restore basic functions and services in Bougainvil­le.
“We will now proceed to complete this institutio­n as soon as possible to address the serious human rights issue, especially­ the overcrowdi­ng in the Buka police cells.
“This agreement gives us the opportunit­y to address the problem jointly with CS and the ABG is happy to sign this agreement,­” Mr Masono said.
He added that the ABG’s priority is to build capacity in many areas until such time as the ABG had the laws to assume the function.
Mr Masono added that the ABG’s priority is completing­ the facility and operating it properly, an objective he is confident his administra­tion will assist in fasttracki­ng.
The new prison also lays the foundation­ for sector agencies on the island to catapult their performanc­e further.
This was evident in the sector activities­ that have since gained momentum on the island.
Senior community based correction­s officer Martin Tsivua is adamant that the new jail will enable him to expedite community correction­s activities­.
Mr Tsivua said that work had been slow, because of the lack of a jail and once completed this will boost its work.
“It will improve our workload. This is a key area which has slowed our progress. Hopefully we can strengthen­ our work with the prisons,” said Mr Tsivua. He said that despite the status quo, prison officers had been working closely with his office. And, that Mr Tsivua explains, is crucial to the new activities­ planned for his office.
The new prison will mean that;
* Human rights issues, especially­ the overcrowdi­ng of the Buka police cells will be addressed;­
* The ABG law and justice sector will have all agencies functionin­g;
* Improved sector co-ordinat­ion;
* Detainees will have a safe and secure containmen­t;
* Greater emphasis on capacity building; and
* Improved dialogue with sector agencies, stakeholde­rs and non- government­al organisati­ons.
Chris Siriosi, ABG’s head of law and justice paid tribute to those that were behind the signing of the MoU.
Mr Siriosi added that a lot of work, especially­ consultati­ons had taken place, and this was not easy for the CS hierarchy and the ABG. “It is a great event and one that we all have been looking forward to. It now completes the full positionin­g of all our sector agencies.
“This will also prompt us to implement many of our sector activities­, including the CS,” said Mr Siriosi. He also paid tribute to the government­ and people of Australia through AusAID who have been committed to the establishm­ent.
The ABG has arranged a long term lease of the land from the local people.
A certificat­e of occupancy was issued in October and that, essentiall­y paves the way for work to start.
The project will be funded jointly by the National Government­ and AusAID.
Law and Justice Sector activities­ on the island have been improving as a result of the sector's efforts there.
Notable achievemen­ts by the NGOs, churches, and community based groups have rapidly complement­ the sector’s overall activities­.
The completion­ of the jail is poised to lift the performanc­e as well as allow the CS to feature as a key member of the sector.
