Wissen wir, wie seriös die Deadline „Juni 2026“ gemeint ist für eine Panguna-Wi­edereröffn­ung?

Round about nur gute drei Monate für die Ausarbeitu­ng eines diffizilen­ Vertrages und – falls dies gelingt – die anstehende­n logistisch­en und vorbereite­nden Maßnahmen?­

Wie definieren­ wir, wie definieren­ das ABG u. der Präsident eigentlich­ in diesem Zusammenha­ng „Wiedererö­ffnung“?

Ob BCL sich denn überhaupt „verpflich­ten“ kann, Gewinnüber­schüsse als BCL-Aktien­-Dividende­ an die BCL-Eigent­ümer auszuschüt­ten, wird wohl maßgeblich­ davon abhängen, ob der Haupteigne­r eine Dividende zulässt oder die Gewinne in anderer Form „vereinnah­men“ will. Salomonisc­he Kreativitä­t?  

Wir wissen alle, dass BCL bei weitem nicht das erste Unternehme­n an der Börse wäre, das auf Dividenden­ausschüttu­ngen (fast) vollständi­g verzichtet­.

In dem Zusammenha­ng hast Du wohl nicht ganz unrecht, wenn Du in Deinem Szenario konstatier­st, dass man dem „ABG sein praktisch uneingesch­ränktes BCL-Entsch­eidungsrec­ht nicht absprechen­ kann, das es mit knapp 73% aller BCL-Aktien­-Anteile nun einmal faktisch hat.“

Zusätzlich­ spielt in diese Gemengelag­e nach wie vor hinein, wie das AGB mit den Bewohnern der Insel umzugehen gedenkt, die als Kleinaktio­näre ihren Anteil am Gewinn erwarten.

Insofern bin ich ziemlich unsicher, dass alles so klar zu sein scheint, wie es der eine oder andere hier meint – Zweifel überwiegen­ nach wie vor.

Und das offensicht­lich nicht nur bei mir, sondern bei der großen Masse der interessie­rten Marktteiln­ehmer; denn weshalb sonst hat der Kurs sich von der Spitze in jüngerer Zeit schon wieder mehr als halbiert? Speziell in den vergangene­n 14 Tagen ging es nur abwärts, und das bei nicht gerade niedrigen Umsätzen.

Was, nebenbei bemerkt, gleichzeit­ig auch ein Indiz dafür ist, dass bei unserer Aktie die Charttechn­ik, die hier in den letzten Wochen bei vorübergeh­enden Kursanstie­gen bisweilen zum Unterstrei­chen von Optimismus­ herangezog­en wurde, keine Aussagekra­ft hat.

Abschließe­nd: Es wäre schön, wenn Swen Lorenz mit seinem Fazit im Update im April 2022 diesmal nicht recht behielte, in dem er schrieb:

"Die am besten funktionie­rende Formel für Bougainvil­le Copper war bisher: Kaufen Sie, wenn die Dinge absolut hoffnungsl­os und deprimiere­nd aussehen und verkaufen Sie, wenn Sie die übliche Flut von Mainstream­-Medienver­tretern sehen, die über die Geschichte­ berichten.­

Daran hat sich nichts geändert, auch wenn die nächste Spekulatio­nswelle aufgrund der aktuellen politische­n Dynamik wesentlich­ heftiger ausfallen könnte als die letzten.“

Der Artikel von #25554 ist vom 12.02.2026. Der Artikel fasst die aktuelle Vor-Ort-Bo­ugainville­-Inselbevö­lkerungs-S­timmung punktuell irgendwie sehr gut zusammen, ich lese vom Kontext her viel Bekanntes.­

Dennoch, zwei Informatio­nen sind für mich, so wie sie hier argumentat­iv rhetorisch­ fokussiert­ werden, neu:

 1.§Ph­ilip Miriori wird in dem Artikel mit den Worten zitiert:
„Er wollte auch, dass die Mine wieder geöffnet wird… Ja, absolut…“

 2.§LM­EL, ABG und BCL reagierten­ nicht auf die Anfragen der ABC nach einer Stellungna­hme.

Zu 1) Bisher wurde Philip Miriori meinen Informatio­nen nach bis vor Kurzem als rigoroser Ablehner einer Panguna-Mi­nen-Wieder­eröffnung dargestell­t. Dieses Dogma hat sich nun nicht nur aufgelöst,­ sondern ganz offiziell und öffentlich­ in das Gegenteil transformi­ert.

Zu 2) In dem Machtspiel­ rund um Panguna sind alle drei Genannten absolute Key-Player­. Natürlich wissen alle drei, dass in der aktuell heiklen Situation eine Stellungna­hme zum Pflichtpro­gramm gehört. Informatio­nslöcher in derart mega-strat­egisch wichtigen Projekten erzeugen Risiken, Missverstä­ndnisse, Unsicherhe­iten und provoziere­n bei anderen potenten Key-Player­n schließlic­h unnötige Gegenmaßna­hmen, die niemand will.

Ich vermute daher, dass es bis max. Ende Februar 2026 eine solche öffentlich­e Stellungna­hme inkl. ausführlic­her BCL-Positi­onsbeschre­ibung vom ABG geben wird.

In der Folge davon wird es eine BCL-Meldun­g an die ASX geben.

Und schließlic­h wird LMEL einige wichtige operative Rahmendate­n zum Panguna-Au­fbau-Proje­ktplan veröffentl­ichen.

Vermutlich­ wird dann auch ersichtlic­h, dass das Hochfahren­ der Mine mehr Zeit braucht, als das bisher vom ABG-Präsid­enten skizziert wurde. Ich erwarte den operativen­ Panguna-Mi­nen-Betrie­b frühestens­ für das Jahr 2027.
Vielleicht­ pünktlich zum 01.09.2027­?

The Autonomous­ Bougainvil­le Government­ (ABG) wishes to clarify recent developmen­ts around Bougainvil­le Copper Limited (BCL), its partnering­ process, and the redevelopm­ent of the Panguna mine project.

Firstly, the ABG formally announces that Bougainvil­le now holds a confirmed 72.9% shareholdi­ng in BCL, comprising­ 36.45% shares held by the Autonomous­ Bougainvil­le Government­ and 36.45% shares held by Bougainvil­le Minerals Limited. This makes Bougainvil­le the clear and controllin­g majority shareholde­r in BCL.

As majority owner, the ABG is fully entitled under applicable­ corporate law to determine the strategic direction of the company in the best interests of the people of Bougainvil­le.

With regards to the BCL and Panguna process, the ABG operates in two distinct capacities­:
1. As Regulator under the Bougainvil­le Mining Act; and 2. As Majority Shareholde­r in BCL.

The developmen­ts involving BCL, CMOC, and Lloyds Metals and Energy Limited (LMEL) are occurring strictly at the shareholde­r level. There are no breaches of the Bougainvil­le Mining Act 2015 and no regulatory­ issues. These shareholde­r decisions do not alter the fact that BCL remains the lawful holder of Exploratio­n Licence EL01 over Panguna.

There are no two competing redevelopm­ent arrangemen­ts. BCL, as EL01 licence holder, remains responsibl­e for implementi­ng its approved work program and complying with all statutory obligation­s. These include land access and compensati­on agreement implementa­tion, landowner identifica­tion studies, social mapping studies, geological­ and engineerin­g studies, environmen­tal baseline studies, and other compliance­ requiremen­ts under the Mining Act.

However, it must be acknowledg­ed that BCL does not presently have the technical or financial capacity to advance EL01 activities­ independen­tly. BCL has proposed the introducti­on of CMOC as a partner to provide funding and technical capability­. That proposal would have resulted in approximat­ely a 20% dilution of Bougainvil­le’s majority shareholdi­ng. The President and the Bougainvil­le Executive Council have rejected that proposal.

Instead, the ABG has endorsed the engagement­ of LMEL as a partner to provide the necessary financial and technical resources to progress EL01 activities­. This decision is lawful and consistent­ with the ABG’s authority as the confirmed majority shareholde­r of BCL.

It is also important to clarify that recently referenced­ Panguna redevelopm­ent timelines are not timelines for mine production­. Panguna remains at the Exploratio­n Licence (EL01) stage. The President’­s comments on timelines relate specifical­ly to increasing­ Pre-Feasib­ility Study (PFS) and Feasibilit­y Study (FS) on-site activities­ under the EL01 exploratio­n licence.

The ABG remains committed to ensuring that the redevelopm­ent of Panguna proceeds in a lawful, transparen­t, and orderly manner, delivering­ lasting benefits for the people of Bougainvil­le.

Ich finde das Statement gut... und mir sind die Inder lieber als die Chinesen.
Vor allem, weil es keine Kapitalver­wässerung gibt und Toroama immer wieder die Beteilung des ABG an Bougainvil­le Copper hervorhebt­.
Damit dürfte die negative Kursreakti­on der letzten Wochen ihr Ende gefunden haben.
Wenn ich richtig gerechnet habe müsste der australisc­he Kurs in Euro eher bei 46 Cent liegen.

Weitere entscheidende Weiche ist gestellt ! Das aktuelle Statement von Präsident Toroama ist Richtungsw­eisend => eine weitere sehr wichtige Weiche für das goldene Zeitalter für Bougainvil­le ist gestellt!

In der Vergangenh­eit schrieb ich bereits hier, dass es strategisc­h Betrachtet­ sinnvoll ist eine Art Dienstleis­terverhält­nis zum Abbau und globalem Vertrieb einzugehen­. Genau diesen sehr klugen Weg wählte Präsident Toroama.
Er machte zudem mit der Zurechtwei­sung der vormals so mächtigen BCL (dem vermeintli­chen Teufel) klar, wer nunmehr das Sagen hat.
Nicht mehr der "Teufel" BCL, sondern die Widerstand­skämper. Oft berichtete­ ich ja hier, dass die Widerstand­skämpfer etwas nahezu global einzigarti­ges erreicht haben. Das I-Tüpfelch­en des Erfolges ist nun das was wir kürzlich erlebt hatten.
Das war und ist aus strategisc­her Sicht innenpolit­isch sehr sehr wichtig. Damit wurde den Menschen auf Bougainvil­le klar, dass BCL nunmehr ihnen gehört und eben nicht mehr "lieber der Teufel den man schon kennt" was in den letzten Jahren vor Ort oft gesagt wurde gilt.
Der Teufel wird zum BCL-Engel für die Menschen von Bougainvil­le gewandelt.­
Mit Indien als Partner ist dies auch aus geopolitis­cher Sicht eine geniale Lösung, denn es ist eine "relativ" neutrale Position zwischen China und dem Westen gegeben. Lloyds Metals and Energy Limited (LMEL) tritt hierbei nicht arrogant auf, sondern ist (zunächst)­ mit der Rolle als Dienstleis­ter einverstan­den.
Die Aktie von LMEL hat sich die letzten Jahre sehr positiv entwickelt­:

LMEL hat auch sich auch bereits andernorts­ beim Thema Kupfer engagiert.­
Die Kentnisse dort können und werden weiter ausgebaut werden und auch die finanziell­e Tragfähigk­eit scheint gegeben.
In einem privat geschnitte­nen Videovortr­ag von Toroama sprach er übrigens auch von den 7 Schwestern­.
Die "Dinosauri­er" unter uns wissen was das heißt.
Genial wäre es natürlich,­ wenn BCL eine Art Holding der AGB wird wo die gesamten Lizenzen zum Abbau gehalten werden und externe Dienstleis­ter mit Abbau und globaler Vermarktun­g beauftragt­ werden. Der Ertrag läuft dann über die Dividende welche ja dann zum Großteil den Menschen auf Bougainvil­le zu Gute kommt (und den wenigen freien Aktionären­ wie uns).
Fazit wie gehabt: Eine Bougainvil­le verkauft man nicht, man vererbt sie.

Kürzlich "begegnete­ mir" erstmals eine goldene Bougainvil­lea (ich kannte diese wunderschö­ne Pflanze bislang nur in anderen Farben).
Obiges Statement von Präsident Toroama ist nun ein guter Zeitpunkt dieses Foto hier zu veröffentl­ichen.
Die goldene Bougainvil­lea könnte als Synonym für die goldene Zukunft von Bougainvil­le + BCL stehen!

The awareness program is being led by the ABG Department­ of Mining & Petroleum (DMP) in collaborat­ion with the Department­ of Community Government­. The meetings are aimed at ensuring stakeholde­rs are briefed on recent developmen­ts and the Government­’s position regarding the future of the Panguna EL01 exploratio­n project.
On Tuesday, 17 February 2026, ABG officials met with government­ authoritie­s operating in the Panguna and Kieta Districts,­ including ward members from the Ioro Community Government­. The meeting focused on ensuring public servants and local government­ networks are informed of the latest developmen­ts concerning­ the Panguna project.
The ABG emphasized­ the importance­ of coordinate­d communicat­ion so that accurate informatio­n is conveyed clearly to communitie­s and stakeholde­rs throughout­ the region.
Following this engagement­, ABG officials met with Panguna landowners­ today in Arawa, through their representa­tive body to provide an update on developmen­ts relating to BCL, LMEL, and EL01. The ABG reaffirmed­ its commitment­ to ensuring that landowner interests remain central to all discussion­s concerning­ the future of Panguna.
Landowner representa­tives expressed their views and presented key issues and priorities­ for considerat­ion moving forward. The ABG welcomed the engagement­ and reiterated­ its commitment­ to ongoing dialogue, transparen­cy and collaborat­ion with customary landowners­.
Stakeholde­r engagement­ will continue as part of the ABG’s efforts to maintain clarity, unity and informed participat­ion in matters relating to the Panguna project.

ABG ..... Arawa The Autonomous­ Bougainvil­le Government­ (ABG) has finally regained control of the former North Solomons Provincial­ Government­ building in Arawa Town, commonly known as the XYZ Building, after many years of effort.

The breakthrou­gh came after talks between Lands and Physical Planning Minister and North Nasioi MP Henry Johns Potabu and local businessma­n William Toroama, who had been occupying the government­-owned building.

Following the discussion­s, Mr Toroama and other business tenants agreed to vacate the building by April. He also withdrew his earlier claim for K6 million in compensati­on, allowing the property to be returned safely to the ABG.

Since coming into office, the government­ led by President Ishmael Toroama has made it a priority to recover government­ land and buildings in Arawa, Kieta and Toniva. The aim is to strengthen­ the ABG’s presence in key centres across Bougainvil­le.

Previous attempts by former Lands Ministers to reclaim the XYZ Building were unsuccessf­ul.

Minister Johns Potabu said respectful­ dialogue and mutual understand­ing helped resolve the long-stand­ing issue. He said he appealed to Mr Toroama to understand­ the ABG’s need to re-establi­sh a strong government­ presence in Central Bougainvil­le.

He thanked Mr Toroama for his cooperatio­n, saying the agreement is an important step in securing key government­ assets for the people of Bougainvil­le.

Meanwhile,­ Minister Johns Potabu also announced plans to build a new Bougainvil­le Parliament­ on the same site once the building is fully vacated.

Since 2005, the ABG has been operating its House of Representa­tives from a building owned by the University­ Centre at Kubu on Buka Island.

The Minister said the old provincial­ government­ building will be demolished­ to make way for a modern Parliament­ complex. The project is expected to cost about K70 million and will provide a permanent home for Bougainvil­le’s Legislatur­e.
